In 1969, Harley suffered a profit crisis due to the entry of Japanese motorcycles into the U.S. market. It was forced to abandon the family business and was acquired by the American Machine and Foundry Company (AMF). Vaughn Beals brought major reforms to Harley. In addition to improving manufacturing quality and reducing costs, he established an official Harley Owners Group in 1983 to increase brand loyalty and lobbied Congress to pass tariff protection policies to import originally Japanese motorcycles. The tariff is only 4% and will be raised to 45% within five years. Various policies have allowed Harley to regain its position as the leader in heavy machinery.
